(House Bill 30)
AN ACT to repeal and re-enact, with amendments, Section 16
of Article 30 of the Annotated Code of Maryland (1947
Supplement), title "Deaf, Dumb and Blind", sub-title "Pub-
lic Assistance to the Needy Blind", as said section was
amended by Chapter 699 of the Acts of 1949, relating to
the amount of public assistance to the needy blind and
the eligibility of applicants for such assistance.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 16 of Article 30 of the Annotated Code of
Maryland (1947 Supplement), title "Deaf, Dumb and Blind",
sub-title "Public Assistance to the Needy Blind", as said sec-
tion was amended by Chapter 699 of the Acts of 1949, be and
it is hereby repealed and re-enacted, with amendments, to
read as follows:
16. (Amount of Assistance.) The amount of public assis-
tance to the needy blind which any recipient shall receive
shall be determined by the County Board with due regard to
the available resources and necessary expenditures of the in-
dividual and the conditions existing in each case, and shall
be sufficient, when added to all other income and support
available to the recipient, to provide such person with a
reasonable subsistence compatible with decency and health.
Such assistance may include an allowance for nursing or
other special types of care, as provided by rule and regulation
of the State Department. In determining the resources avail-
able to any applicant for aid under the provisions of this
sub-title, no income shall be considered unless it is regular,
computable, and currently at the disposal of the applicant
for meeting his present and immediate needs. In determin-
ing the eligibility of any applicant for aid under the pro-
visions of this sub-title an income not to exceed six hundred
dollars ($600) per annum, from whatever source derived,
shall not be deemed an available- resource of the applicant
within the meaning of this sub-title; nor shall such income,
not to exceed six hundred dollars ($600) per annum, be in
any way taken into account in determining the eligibility for
aid or the amount of assistance to be granted. However, this
said income not to exceed six hundred dollars ($600) per
