shall be signed by the Treasurer or Chief Deputy Treasurer,
and countersigned by the Comptroller or Chief Deputy Comp-
troller; and no new certificate or other evidence intended to
replace another shall be issued until the old one shall be de-
livered to the Treasurer, and authority executed in due form
for the transfer of the same filed in his office, and the transfer
accordingly made on the books thereof, and the certificate
or other evidence cancelled; but the Legislature may make
provisions for the loss of certificates, or other evidences of
the debt; and may prescribe, by law, the manner in which
the Treasurer shall receive and keep the moneys of the State.
SEC. 2. And be it further enacted, That the aforegoing
section hereby proposed as an amendment to the Constitution
of this State shall be, at the next general election to be held
in this State in the year 1950, submitted to the legal and
qualified voters thereof, for their adoption or rejection in
pursuance of directions contained in Article 14 of the Con-
stitution of this State, and at the said general election, the
vote on the said proposed amendment shall be by ballot, and
upon each ballot there shall be printed the words "For the
Constitutional Amendment" and "Against the Constitutional
Amendment," as now 'prescribed by law, and immediately
after said election, due returns shall be made to the Governor
of the vote for and against said proposed amendment as
directed by said Article 14 of the Constitution, and further
proceedings had in accordance with said Article Fourteen.

AN ACT to repeal Chapter 8 of the Acts of the Special
Session of 1948, entitled "AN ACT to authorize the
creation of a State Debt in the aggregate amount of Five
Hundred Twenty-five Thousand Dollars ($525,000), the
proceeds thereof to be used for constructing, improving,
equipping and furnishing the Committee and other
rooms, including the House and Senate Chamber, for
the General Assembly and the executive offices in the
