COUNTIES AND BALTIMORE CITY SHALL FORTH-
WITH LEVY AND COLLECT SUCH TAX AT SUCH
RATE.
ALL MATTERS COMMITTED BY THIS ACT TO
THE DISCRETION OF THE BOARD OF PUBLIC
WORKS SHALL BE DETERMINED BY A MAJORITY
OF SAID BOARD.
The loan and certificates authorized by this Act, and
every part thereof, and the interest payable thereon shall
be and remain exempt from State, County and municipal
taxation.
SEC. 3. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety and
having been passed upon by a yea and nay vote supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.

AN ACT to repeal and re-enact with amendment Section
4B of Article 89B of the Annotated Code of Maryland
(1947 Supplement), title "State Roads," providing for
the payment of additional compensation in cases where
the condemnation jury returns an award greater than
that paid by the State Roads Commission in certain
condemnation cases.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 4B of Article 89B of the Annotated
Code of Maryland (1947 Supplement), title "State Roads,"
be and is hereby repealed and re-enacted with amendments
to read as follows:
