TIES AND BALTIMORE CITY SHALL FORTHWITH
LEVY AND COLLECT SUCH TAX AT SUCH RATE.
ALL MATTERS COMMITTED BY THIS ACT TO
THE DISCRETION OF THE BOARD OF PUBLIC
WORKS SHALL BE DETERMINED BY A MAJORITY
OF SAID BOARD.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote,
supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

(Senate Bill 142)
AN ACT to repeal and re-enact, with amendments, Section
6 of Chapter 277 of the Acts of the General Assembly
of 1949, and to repeal Section 7 of said Chapter 277, and
to enact in lieu thereof a new Section, to be known as
Section 7, to amend in certain particulars the purposes
for which the proceeds from the General Construction
Loan of 1949 may be expended, and to amend the pro-
visions for the levy of State taxes to meet the interest
and principal of said loan, and to make said loan and the
interest thereon free from State, County and municipal
taxation.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 6 of Chapter 277 of the Acts of the
General Assembly of 1949, be and the same is hereby re-
pealed and re-enacted, with amendments, to read as
follows:
SEC. 6. And be it father enacted, That the actual cash
proceeds of the sale of the Certificates of Indebtedness to
be issued under this Act shall be paid to the Treasurer of
