extent reasonably necessary to prevent conversion into
alcoholic beverages fit for consumption. The Comptroller
shall have the power to call upon other administrative
departments of the State, county and municipal govern-
ments, county and city police departments and upon all
prosecuting officers for such information and assistance
as he may deem necessary to carry out the provisions of
this Article.

(B) THE COMPTROLLER IS AUTHORIZED TO
DELEGATE HIS AUTHORITY UNDER THIS ARTI-
CLE TO THE CHIEF OF THE ALCOHOLIC BEVER-
AGES DIVISION OF THE COMPTROLLER'S OFFICE
TO ISSUE OR REFUSE TO ISSUE LICENSES AND
PERMITS.
(C) THE COMPTROLLER IS AUTHORIZED TO
DELEGATE HIS AUTHORITY TO CONDUCT HEAR-
INGS OF VIOLATIONS OF THIS ARTICLE OR OF ANY
REGULATIONS ISSUED THEREUNDER TO THE
CHIEF OF THE ALCOHOLIC BEVERAGES DIVISION
OF THE COMPTROLLER'S OFFICE; PROVIDED,
HOWEVER, THE CHIEF OF THE ALCOHOLIC BEV-
ERAGE DIVISION OF THE COMPTROLLER'S OFFICE
SHALL NOT HAVE THE AUTHORITY TO INVOKE
PENALTIES PROVIDED FOR UNDER THIS ARTI-
CLE, BUT SHALL REPORT HIS FINDINGS AND
RECOMMENDATIONS TO THE COMPTROLLER, FOR
THE TAKING OF SUCH ACTION AS THE LATTER
DEEMS APPROPRIATE.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed 'by a yea and nay vote,
supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.
