ployees and at least one member of said Commission shall
bona fide belong to or be affiliated with that one of the
two leading political parties in the State opposite to the
Governor's own political party. The Governor shall
designate one of said members to serve as Chairman and
said Commission shall serve at the pleasure of the Gov-
ernor. It shall be the duty of said Commission to review
from time to time the mining laws of the State and to
recommend changes thereto to the Governor or other ap-
propriate body. The Commission shall also have the
authority to make recommendations as to personnel and
equipment and in general make recommendations as to
appropriate authorities that would promote the safety of
miners in the State of Maryland consistent with producing
the maximum amount of coal from the mines. Said Com-
mission shall meet upon call of the Chairman but not less
than twice each year. The Commission shall serve with-
out compensation but shall be allowed reasonable travel-
ing and other expense in the conduct of its duties.
28. The Governor shall, upon the recommendation of
the Chief Mine Engineer, appoint from a list of eligibles
previously established by the State Employment Commis-
sioner, such number of district mine inspectors, not less
than [two] three, as may from time to time be authorized
by appropriation or other law. Before entering upon his
duties, each such district inspector shall take the oath
prescribed by the Constitution. Each district inspector
shall be reimbursed his necessary traveling expenses upon
monthly accounts properly supported by vouchers ap-
proved by the Chief Mine Engineer, within such amount
as shall not exceed such allowance as may from time to
time be provided therefor by appropriation or other law.
40.
(a). Applicants for first-class mine foreman cer-
tificate of competency shall produce evidence satisfactory
to the Examining Board that they are [citizens of Mary-
land,] at least 24 years of age and citizens of the State of
Maryland or of another State that accords the citizens of
the State of Maryland similar privileges; and shall furnish
a verified history of their experience in mining employ-
ment, showing in detail the several mines in which they
have worked, their location, the particular occupations fol-
lowed therein during a period of at least five years, and
particularly their knowledge of gaseous mines and the
extent of the experience therein; and shall pay an exami-
nation fee of five dollars to the State.
