properties served by said sewerage system AND BY SAID
WATER SYSTEM under their ownership. Service rates
shall be subject to change from time to time as said Mayor
and Council dem necessary. Said rates shall be payable
at such times, and shall be subject to such penalties for
non-payment, as said Mayor and Council may determine
and they shall be liens on the property served, in the same
manner as other debts. If such funds, together with any
funds which may be received under Section 5 of this Act,
are not sufficient for this purpose, then said Mayor and
Council shall levy taxes provided by Section 7 of this Act.

SEC. 7. And be it further enacted, That after the issu-
ance of such bonds authorized by this Act and until all
the bonds so issued have matured or have been redeemed
the Town of North Beach shall annually levy upon all
property subject to assessment for taxation within its
corporate limits ad valorem taxes sufficient in rate and
amount to provide the money necessary to pay the interest
on the bonds outstanding and the principal of bonds ma-
turing during the succeeding year. Said taxes shall be
levied without regard to any limitations on the powers of
taxation of the Town and said taxes shall become liens
upon the property assessed and shall be collected in such
manner and by such means as State and County taxes are
now or may be hereafter authorized to be collected.

SEC. 8. And be it further enacted, That Chapter 544 of
the Acts of the General Assembly of Maryland of 1947,
regular session, be and the same is hereby repealed.

SEC. 9. And be it further enacted, That this Act is
hereby declared to te an acute emergency and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.
