MESSAGE TO THE GENERAL ASSEMBLY

EXECUTIVE DEPARTMENT

ANNAPOLIS, MD., July 26, 1950.

Honorable C. Ferdinand Sybert,
Speaker of the House,
State House,
Annapolis, Maryland.

Dear Mr. Speaker:

I beg to transmit herewith copy of my message to the General
Assembly of Maryland in Extraordinary Session at Annapolis,
Maryland, on Thursday, July 27th, at 12 o'clock noon, Nineteen
Hundred and Fifty.

EXECUTIVE DEPARTMENT
Annapolis, Maryland

To the President and Gentlemen of the Senate, and to the

Speaker and Ladies and Gentlemen of the House of Delegates:

Acting under authority vested in me by Section 16 of Article II
of the Constitution, I have summoned you to Annapolis for an
extraordinary session of the General Assembly specifically to deal
with three matters relating to the forthcoming State elections.

Crucial days are upon us, and in one of the legislative proposals
to be laid before you for consideration is reflected the grave
responsibilities we have shouldered in defense of our national
security.

There will be presented to you for consideration the following
legislation:

(1) A proposed change in the election statutes to provide for the
holding of the primary elections on September 18, rather than on
September 11, as now provided by law, in order to avoid conflict
with a solemn religious holiday of persons of the Jewish faith.

(2) A proposed change in the statutes regulating the registration
of voters in Baltimore City. This change would permit an ad-
ditional day of precinct registration in Baltimore City on August
14, and further make provision for three additional days of registra-
tion between the primary and general elections, on October 2, 3,
and 4.
