enclose in the Return Envelope.)

137. The several Boards shall have printed Absentee Bal-
lots in the form provided for in this sub-title, together with
envelopes and instructions, not less than 55 days prior to an
election, and shall begin mailing said Ballots, envelopes and
Instructions to Absentee Residents Immediately after the
same have been printed.

In the event that any candidate whose name is printed on
any Absentee Ballot shall die or shall decline to be, or con-
tinue as a candidate, or if a vacancy occurs from any other
cause, the War Ballot Commission provided for in this sub-
title shall have authority to determine whether to reprint said
Ballots with the name of any new candidate; provided, how-
ever, that said Ballot shall not be reprinted if said new candi-
date is not certified to the Secretary of State or Board of
Supervisors of Elections, as the case may be, at least 60 days
prior to the date of such election. If no new Ballots are
printed, as herein provided, the War Ballot Commission shall,
to the greatest possible extent, give to the Absentee Residents
concerned Information as to the name of any such new candi-
date, his party affiliation, the office which he seeks, and the
name of the candidate in whose place he is nominated. In
any such case, the Absentee Resident desiring to vote for
such new candidate may do so by writing in the name of such
candidate in the blank space to be provided in the Absentee
Ballot.

Any Absentee Ballot voted for a person who has ceased
to be a candidate shall not be counted for such candidate but
such vote shall not invalidate the remainder of such Ballot.

138. Every Absentee Resident, as herein defined, shall be
entitled to vote In the manner provided In this sub-title for
candidates for State-wide, Congressional, judicial, legislative
and local offices, and for the delegates and party committees
hereinafter mentioned, in the primary election and general
election to be held in any year, and also to vote In said man-
ner upon constitutional amendments and other questions
which may be submitted to the voters. The term "local
offices", as used herein, shall include all County offices and
similar officer in Baltimore City, but shall not include muni-
cipal offices of an incorporated city or town for which candi-
dates are elected In municipal elections.

All nominations made by the State conventions of the politi-
cal parties shall be certified promptly to the Secretary o j
State, who shall Immediately thereafter certify to the proper
