Engineers and their staffs.) Preparation of Plans and Speci-
fications; Estimates; Surveys, Inspection; Tests of Materials;
Traveling, Transportation and Subsistence Expenses of Engi-
neers Assigned to Maintenance;

(c) (Superintendence by Districts.) District Engineers;
Staffs of District Engineers; Office Expenses; Office Supplies;
Traveling, Transportation and Subsistence Expenses of Dis-
trict Engineers and their staffs;

(d) Eoadway Surface Maintenance by Districts and by
Types of Surface within each District;

(e). Oiling of Eoads by Districts;

(f) Maintenance of Shoulders by Districts;

In addition the State Eoads Commission shall so keep its
accounts with respect to each district as to make readily ob-
tainable information relating substantially to items of work
in unit quantities such as square yards of roadway surface of
each type patched or repaired, square yards of roadway sur-
face receiving oil treatment, square yards of shoulder work,
snow removal in miles of road and other such quantities of
work performed, and shall file with the Governor within
ninety days after the end of each fiscal year or as soon after
ninety days as may be practicable, a complete report which
shall be open to public inspection on the status as of the end
