of. §aid loan to the legal voters of said City at different times;
and any ordinance or ordinances submitting the whole or any
part of this loan to the legal voters of Baltimore City shall
provide for the expenditure of the proceeds thereof in accord-
ance with the provisions of the Charter of the Mayor and
City Council of Baltimore.

SEC. 7. And be it further enacted, That Chapter 161 of the
Laws of Maryland of 1947, be and it is hereby repealed.

SEC. 8. And be it further enacted. That the Mayor and City
Council of Baltimore and the Commissioners of Finance of
said municipal corporation be and they are hereby prohibited
and enjoined from issuing any of the certificates of indebted-
ness of the Mayor and City Council of Baltimore which they
are authorized to issue under the provisions of Chapter 161
of the Laws of Maryland of 1947, which is being repealed by
this Act, and Ordinance No. 831, approved April 2, 1947, of
the Mayor and City Council of Baltimore which was passed
pursuant to the provisions of Chapter 161 of the Laws of
Maryland of 1947.

SEC. 9. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(Senate BiU 31)

AN ACT to authorize and empower The Mayor and Council
of Salisbury to borrow upon the faith and credit of Salis-
bury, a sum or sums of money not exceeding Fifty Thou-
sand Dollars ($50,000.00) and to issue bonds for the pay-
ment of same and to use the proceeds thereof for the pur-
pose of paving existing unpaved streets and highways
located within the corporate limits of Salisbury and to levy
upon all assessable property in Salisbury and collect taxes
thereon in an amount sufficient to pay the principal and
interest on said bonds.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That for the purpose of providing funds for the purpose
