270. At the meeting of said Commissioners of Goldsboro
three shall constitute a quorum, and all questions submitted
shall be decided by at least three Commissioners, but less than
a quorum may appoint the time for a subsequent meeting and
adjourn; and said Commissioners of Goldsboro shall serve
without compensation, but may be paid their actual necessary
expenses. Said Commissioners may appoint the clerk, bailiff
and other officers and employees, or either of them5 from
among themselves or among the other inhabitants of said
town, or as hereinafter provided.

271. The County Commissioners of Caroline County shall
annually pay to Commissioners of Goldsboro six per cent of
the county taxes levied upon all property within town limits,
provided that said Town shall not receive less than one
hundred and fifty dollars, to be expended as Commissioners
of Goldsboro may elect.

272. The said Commissioners may, in their discretion,
exempt and release from assessment or taxation any public
improvements, and all machinery, plant and property used
in manufacturing for a period not exceeding five years, unless,
the qualified voters of the town of Goldsboro shall, at an
election when the question of such exemption for a longer
period than five years is submitted to them, cast a majority
of votes in favor of such exemption for such longer period;
provided, however, that nothing in this section contained
shall discriminate against any existing enterprise in favor
of a like enterprise accepting the provisions of this Act,

273. Nothing in the preceding sections contained shall in
any manner affect the validity of any tax already levied by
said Commissioners, or any ordinance or action passed or
taken by them, or in any proceeding taken under any ordi-
nance or action by them, but all of the same shall have the
same force and legal effect as though this Act had not been
passed.

SEC. 2. And be it further enacted, That if any section or
clause of this Act shall be held invalid, such invalidity shall
not affect the validity of the remaining sections or sentences.

SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1948.
