263. The tax year of said town shall be from July 1st to
June 30th of each year, hereafter.

264. All taxes as aforesaid will bear interest at 6% per
annum after four months from the date when the tax list is
made and placed in the hands of the Bailiff for collection,
and the Bailiff or collector shall pay over any levy placed
in his hands within nine months after receipt of said list,
and upon his failure to do so his bgnd may be put in suit,
or the Commissioners shall be permitted to collect taxes in
any lawful manner the same as any other debt.

265. The said Commissioners may pass such by-laws and
ordinances as they shall deem necessary for the good govern-
ment of said town and the inhabitants thereof; and also for
the prevention, removal or abatement of nuisances, and to
prevent swine, fowls, animals or stock from running at large;
apprehend and fine all tramps and vagabonds; for controlling
the erection, repair, and location of buildings, fences, stock
enclosures, and for prohibiting and controlling the use of
powder, firearms, fire crackers and other explosives; for the
digging of pumps and wells for fire protection; for the pro-
tection of public property, sidewalks, shade or ornamental
trees from injury or obstructions; providing for the paving
of sidewalks and assessing the expenses thereof in whole or
in part upon the respective owners of the property fronting
thereon; for the license or tax on public exhibitions or amuse-
ments of all kinds, including billiards, pool, or bowling
alleys, and for the collection o'f the same; for a tax on per-
sons for each dog kept by them and to cause any dog to be
killed if the tax is unpaid; for the promotion of public
morality, health, welfare, convenience, and safety of the in-
habitants of said town; and for the opening, extending, wid-
ening, repairing, improvement, and the closing up of streets,
lanes or alleys, and all damage done, and all benefits received
by said improvements, shall be determined and assessed by
three disinterested persons, residents of said town (to be
appointed by said Commissioners) who shall, within a rea-
sonable time after notification of their appointment, take an
oath before a notary public in and for Caroline County that
they will faithfully, fairly and without partiality or preju-
dice value and assess in money the loss and damages to be
suffered and incurred as well as benefits to be received by
any person or persons interested in the property over,
through, or over which the said street, lane, or alley is to
be opened, closed, extended, widened or improved; and they
shall return the same in writing under their hands and seals,,
with a certificate of their qualification before a notary public,
as hereinbefore provided, to the said Commissioners, which
said valuation and assessment shall be ratified or rejected
by the said Commissioners as in their judgment shall seem
