249. The said Commissioners will meet at such place as
they may appoint within said town on the second Monday of
every month (if necessary), and as much oftener by ajourn-
ment as they shall deem necessary for the conduct of the town
business.

250. The said Commissioners shall elect a President of
their board (who shall be Mayor), and appoint a Clerk, a
Bailiff and such number of other officials as they may at any
time, deem necessary to properly preserve the peace, a Treas-
urer, and may appoint one or more Assessors of Taxes, whose
duties and qualifications shall be as hereinafter prescribed.
The said Commissioners shall appoint a member of the Bar
of Caroline County as Town Attorney with duties and com-
pensation as may be fixed by said Commissioners.

251. The President of said Commissioners shall preside at
all meetings of the Commissioners, unless prevented by sick-
ness or reasonable cause, in which event the said Commis-
sioners may select a President pro tempore; he shall sign all
by-laws and ordinances of said Commissioners, and shall
countersign all orders and drafts drawn by the Clerk, under
the direction of said Commissioners, on the Treasurer of said
town.

252. The Clerk shall be appointed from among the citizens
of said town, qualified to vote for Commissioners; he shall,
before entering on his duties, make oath before the said
Commissioners, or any one of them, that he will well and
faithfully perform the duties of his office as prescribed by
this Act, or which may be prescribed by any by-law or ordi-
nance of said Commissioners, to the best of his skill and
judgment; he shall sign all drafts or orders for money appro-
priated or ordered by the Commissioners to be paid by the
Treasurer, and keep a record of the proceedings of said Com-
missioners in a book to be provided for that purpose, which
shall at all reasonable times be open to the inspection of
any person interested. The Clerk and Treasurer may be the
same person.

253. The Bailiff shall be appointed from the inhabitants of
said town and qualified to vote for Commissioners; provided,
however, that the said Commissioners may appoint any of
the constables of the election districts in which said town
is located, if he be a resident of said town or will reside
therein after his appointment; and before entering upon the
duties of his office he shall make oath before a Commissioner
that he will faithfully and impartially perform the duties
imposed upon him by the act of incorporation and the by-laws
and ordinances of said Commissioners, and will execute to
the State of Maryland a bond with two good and sufficient
