CHAPTER 15
(Senate Bill 16)

AN ACT to authorize and empower the County Commis-
sioners of Carroll County at their discretion to issue school
bonds and road bonds not exceeding for each the amount of
$1,500,000, relating generally to the sale, issue and redemp-
tion of said bonds, and to the use of the proceeds thereof,
repealing all laws inconsistent herewith, and providing for
a referendum to make this Act effective.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That as used herein, the term "County" shall mean the
body politic and corporate of the State of Maryland known
as the County Commissioners of Carroll County; the term
"public schools" shall include the construction, reconstruction,
improvement, extension, alteration and modernization of
public school buildings in the county, including the sites
therefor, the cost of acquiring any such sites, architectural
and engineering services, including preparation of plans,
drawings and specifications for such schools and the develop-
ment of the grounds, and all customary permanent appurte-
nances and recreational and pedagogical equipment for such
schools; and the term "roads" shall mean the following: The
construction, improvement, opening, relocation, grading, re-
surfacing, widening, extension and drainage of all public
roads, streets, highways and sidewalks in the county now or
hereafter maintained and operated by or under the jurisdic-
tion of the county, including the acquisition of necessary
rights of way, the acquisition of equipment for highway con-
struction, maintenance and planning and engineering services;
the planning, design, construction and reconstruction of free
bridges constituting parts of said roads, streets or highways;
the planning, construction and permanent improvement of
any storm water drainage systems necessary in the county.

SEC. 2. And be it further enacted, That the bonds author-
ized by this Act, including both school bonds and road bonds,
shall be issued at such times and in such amounts, or not at
all, as the County Commissioners of Carroll County in their
discretion may determine. School bonds and road bonds shall
be issued in separate series, and shall be accounted for and
treated as separate and distinct. All provisions of this Act
specifically applicable either to school bonds or to road bonds
shall apply as stated. All other provisions of this Act shall
apply to the issue of either school bonds or road bonds, or
both, as the same may be issued from time to time.

SEC. 3. And be it further enacted, That in order to enable
the County to finance the public schools and roads defined in
