purpose, more especially, of ascertaining their sanitary con-
dition and cleanliness, and for the purpose of ascertaining
the purity, healthfulness and wholesomeness of the ingredients
or materials used in preparing the finished product offered
for sale in Baltimore County or intended for consumption
therein. Provided, however, that nothing contained in sub-
sections (1) and (2) of paragraph (b) of Section 293, shall
be construed to authorize the Board of Public Health of Bal-
timore County to make any regulations which differ in any
respect from the provisions of Article 43 of the Code of Public
General Laws (1939 Edition), relating to the sale, or prepara-
tion for sale, or inspections of any plants, factories, dairies,
bakeries and establishments of any kind or nature, manufac-
turing, processing, handling, preparing or selling milk, foods,
milk products -or food products, as such article now provides,
or may hereafter be amended, or with the regulations now or
hereafter adopted by the State Board of Health covering the
manufacture, processing and sale of food products intended
for human consumption;
(3) to provide for the inspection of dwellings and to require
that dwellings be maintained in sanitary condition and that
they be kept clean and free from dirt, filth, rubbish, garbage
and similar matter, and from vermin and rodent infestation
and in good repair fit for human habitation;
(4) to provide for the inspection and licensing of all day
nurseries in Baltimore County, to regulate their operation
and conduct, and to require that they be kept in proper sani-
tary condition;
(5) to provide for the inspection and licensing of camps
in Baltimore County, to regulate their operation and conduct,
and to require that they be kept in proper sanitary condition;
(6) to provide for the inspection and licensing of all hotels,
rooming houses and lodging houses in Baltimore County, to
regulate their operation and conduct, and to require that they
be kept in proper sanitary condition.
(e) As used in sub-section (b) above,
(1) The term "dwelling" shall be taken to mean any house
or building or portion thereof which is occupied in whole or
in part as a home, residence or sleeping place of one or more
human beings, either permanently or transiently;
(2) the term "day nursery" shall be taken to mean an insti-
tution, establishment or place in which are received two (2)
or more children for temporary guardianship and nursery
care, apart from their parents or guardians, whether for com-
pensation, reward or otherwise, during that portion of the day
or night in which their parents or guardians are engaged in
