and appropriate covenants and restrictions in the contract
of sale to maintain proper standards of population density,
property maintenance, type of land use and architectural
standards established for the particular neighborhood in which
the property is situated and all to be in accordance with the
re-development plan approved by the Land Development Com-
mission, (g) Make agreements with local taxing authorities
under which the annual use value shall be the principal factor
in determining the value for taxation of the land sold by the
Land Development Commission and all improvements effected
thereon.

The said Land Development Commission while having all
the aforegoing enumerated powers shall not be a building or
construction agency. All condemnation proceedings under the
power of eminent domain conferred upon the said Commission
by this Article shall be in accordance with Article 33A of the
Annotated Code of Maryland. In no case shall the Commis-
sion make any profit on land acquired through condemnation.
The Commission shall have no power to use the faith and credit
of Baltimore City or State of Maryland in acquiring land either
by purchase, lease or condemnation and shall not have or
exercise any taxing power.

In the acquisition of land, either by purchase, lease or con*
demnation, the only credit which may be used by the Land
Development Commission shall be secured only by a lien on the
properties it acquires and shall not, in any way, be on the faith
and credit of Baltimore City or the State of Maryland.

No member of the Commission and no employee of said Com-
mission shall be or become interested in any way in any of
the properties acquired, or in any of the corporations, firms or
persons who undertake to rehabilitate any slum or blighted
area under the authority of this Act.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.

293 of Article 3 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Baltimore County", sub-title
"Health and Sanitation", empowering the Board of Health
