sold for taxes, to furnish the information required for said
advertisement and to prepare the report of sale, if such shall
be made, the costs of same, not to exceed $5. 00 in any one case,
to be allowed as part of the costs of said sale or sales. In
order to reduce the expense of advertising the said Treasurer
shall include the notices of tax sales in one advertisement
whenever he shall be proceeding with the sale of more than one
lot or parcel of land or with the sale of land assessed to more
than one delinquent. The advertisement when prepared by the
County Treasurer shall be submitted to all newspapers pub-
lished in Garrett County in order to obtain bids for the pub-
lishing of the same and said publication shall be awarded
to the paper making the lowest bid. The cost of publishing
such advertisement, as herein required, shall be equally dis-
tributed among the several tracts or lots of land herein named,
and the amount thereby apportioned to each tract of land shall
be added to the sum for which such tract or lot is sold, and the
same shall be paid from the proceeds thereof by the County
Treasurer, except that, when any tract or lot sold at such sale
is purchased by the County Commissioners the sum due for
such publication shall be paid out of the general county funds.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

AN ACT to repeal and re-enact, with amendments, Section 1
of Article 56 of the Code of Public General Laws of Mary-
land (1939 Edition), title "Licenses", sub-title "Mode of
Issuing—General Provisions", relating to the issuance of
licenses.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 1 of Article 56 of the Code of Public Gen-
eral Laws1 of Maryland (1939 Edition), title "Licenses", sub-
title "Mode of Issuing—General Provisions", be and it is
