out the normal and emergency functions which the county gov-
ernment for Montgomery County is required to maintain; and
WHEREAS,, Certain clerks and stenographers are employed by
the county government for Montgomery County in the Treas-
urer's Office for Montgomery County, the County Commis-
sioner's Office for Montgomery County, the State's Attorney's
Office for Montgomery County, and the Suburban Commission-
er's Offices for Montgomery County whose salaries are set and
fixed by law; and
WHEREAS, In order to prevent the loss of the services of the
aforesaid clerks and stenographers it is deemed advisable and
for the welfare of Montgomery County that the Board of
County Commissioners be authorized and empowered to pro-
vide additional compensation and pay during the time in which
the state of war exists and for such other time thereafter as the
County Commissioners, in their discretion, find that the addi-
tional high cost of living justifies the additional compensation
and pay hereinafter to be authorized.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners for Montgom-
ery County be, and they are hereby authorized and empowered,
in their discretion, to provide additional war-time compensa-
tion and pay for clerks and stenographers whose salaries are
set by law by Sections 186, 195, 713 and 1090 of the Code of
Public Local Laws for Montgomery County (1939 Edition),
being Article 16 of the Code of Public Local Laws of Maryland,
title "Montgomery County" as amended. Provided that any
other employees, clerks and stenographers, whose salaries are
set by law, not mentioned or enumerated above may, in the dis-
cretion of the Board of County Commissioners for Montgomery
County, be paid additional war-time compensation and pay,
and all such compensation and pay herein authorized shall be
in such amounts as the Board of County Commissioners for
Montgomery County shall fix and shall be paid from the special
clerk's fund and such other funds as the Board of County
Commissioners may direct.
SEC. 2. And be it further enacted^ That any and all laws
either public general or public local law inconsistent with the
provisions of this Act be, and they are hereby repealed to the
extent of such inconsistency.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon a yea and nay vote, supported by three-fifths
