72. That the Mayor and Council shall have power to pass
and enact such ordinances, consistent with law, as said Mayor
and Council may deem proper for carrying into execution the
provisions of this Charter, or for the good government, welfare,
public health, safety and morals of said town. Provided, how-
ever, that no police ordinance or ordinances shall be passed
unless and until the same shall have been submitted to a public
meeting of the registered voters of said town called for that
purpose, and an opportunity given for public discussion.
Notices of such hearing shall be posted in three public places
in the town for five days, including Sundays and holidays,
before such hearing. Any such ordinance or ordinances so
enacted by said Mayor and Council shall have the force and
effect of law within said town on and after the tenth day
(including Sundays and holidays), after said Mayor and Coun-
cil shall have posted a notice to that effect, together with a
copy of such ordinance or ordinances, in three public places
in said town. And it shall be the duty of said Mayor and
Council to post such notices, together with copies of any such
ordinance or ordinances, within ten days (including Sundays
and holidays), after said Mayor and Council shall have enacted
such ordinance or ordinances.
That, upon petition of sixty (60) per centum of the registered
voters of said town, who are resident taxpayers upon real
property in said town, any ordinance, consistent with law, may
be submitted to said Mayor and Council for1 adoption or rejec-
tion. After such petition shall have been filed with said Mayor
and Council at one of the regular or special meetings of said
Mayor and Council, said Mayor and Council shall call a public
meeting as provided in above section, to be held at the next
regular meeting or a special meeting to be called for the pur-
pose; and after such hearing shall adopt or reject the proposed
ordinance. Provided, however, (a) that such petition shall
be typewritten or printed, (b) that such petition shall set
forth in complete detail each and all the provisions of the ordi-
nance, in proper form to be submitted for adoption or rejec-
tion, (e) that such petition shall be sworn to as to the genuine-
ness of the signatures thereon or attached thereto, by the person
presenting such petition to, or filing such petition with, said
Mayor and Council, and (d) that not less than ten (10) type-
written or printed copies of such petition be filed with said
Mayor and Council at the time that the original petition is so
presented or filed. And any such ordinance shall go into force
in the same manner as is provided for in above section.
That in order to insure the observance of such ordinances, in
addition to the action of debt or other civil remedies as may
exist by law in such cases for the recovery of penalties or for-
feiture for violations of such ordinances, such ordinances may
