or extinguishing any penalty, forfeiture or liability incurred
hereunder prior to the date of such expiration, repeal or ter-
mination, and this Act shall be treated as remaining in full
force and effect for the purpose of sustaining any and all prior
actions, suits, proceedings or prosecutions, civil or criminal,
f or the enforcement of such penalty, forfeiture or liability.
EFFECTIVE DATE.
SEC. 11. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 603.
(House Bill 649)
AN ACT to repeal and re-enact, with amendments, Section
521 of Article 10 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Dorchester County", sub-title
"Vienna", to amend the town Charter, reducing the number
of Commissioners for the town of Vienna in Dorchester
County, providing compensation for attending meetings,
and providing for referendum thereon at a special election.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 521 of Article 10 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Dorchester
County", sub-title "Vienna", be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
521. The citizens of Vienna, aforesaid, of twenty-one years
and upwards, being citizens of the State of Maryland, who
have resided in said town for and during the space of six
months immediately preceding any town election, shall, on
the first Monday of May, 1944, and every two years thereafter
on the first Monday in May, elect three Commissioners to serve
for two years and until their successors shall be duly elected
and qualified. Each of such Commissioners shall be a resident
of said town, shall have actually resided therein not less than
six months next preceding his or her election, shall continue to
