Laws of Maryland, and from the provisions of Section 224 of
Article 16 of the Code of Public Local Laws of Montgomery
County, and from the provisions of any other public general
or local law of Maryland which conflict or appear to conflict
with the provisions of this Act. Any and all evidences of debt
issued pursuant to the provisions of this Act and the interest
thereon shall be and remain exempt from State, County and
Municipal taxes of every kind whatsoever in the State of Mary-
land. All debt incurred under the provisions of this Act shall
be and remain until paid the obligation of Montgomery County
issued upon its full faith and credit and the entire property
subject to taxation in Montgomery County shall be liable for
the payment thereof.

SEC. 4. And be it further enacted, That all laws or portions
of laws inconsistent or in conflict with the provisions of this
Act be, and they are hereby repealed to the extent of such
conflict or inconsistency.

SEC. 5. And be it further enacted, That this Act shall be
declared an emergency law and necessary for the immediate
preservation of the public health and safety, and being passed
by a yea and nay vote, supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 76.

(House Bill 105)

AN ACT to repeal and re-enact, with amendments, Section 445
of Article 13 of the Code of Public Local Laws of Maryland,
title "Harford County", sub-title "Roads", as the same was
enacted by Chapter 891 of the Acts of the General Assembly
of Maryland of 1941 (being the same section in Higinboth-
om's Code of Public Local Laws of Harford County; pro-
viding the manner and time of the appointment of a County
Roads Engineer for Harford County, the manner in which
funds for the operation of the office are levied and appro-
priated, and the term of the engineer so appointed.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 445 of Article 13 of the Code of Public
Local Laws of Maryland, title "Harford County", sub-title
