Department", said new section to be known as Section 33A
and to follow immediately after Section 33 of said Article,
providing that the Board of Estimates of Baltimore City be
authorized and empowered to fix the salaries of the State's
Attorney, the Deputy State's Attorney, and Assistant
State's Attorneys of Baltimore City, but in no event to fix
such salaries in an amount less than that prescribed by
Section 9 of Article 5 of the Constitution of Maryland.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article 4
of the Code of Public Local Laws of Maryland and Baltimore
City Charter (1938 Edition), title "Baltimore City", sub-title
"Executive Department", said new section to be known as
Section 33A, to follow immediately after Section 33 of said
Article, and to read as follows:

33A. The Board of Estimates of Baltimore City is hereby
authorized and empowered to fix the salaries of the State's
Attorney, the Deputy State's Attorney, and Assistant State's
Attorneys of Baltimore City, but in no event shall such sal-
aries be in an amount less than that prescribed by Section 9
of Article 5 of the Constitution of Maryland.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

AN ACT to declare and clarify the Legislative intent with re-
spect to the retroactive effect of Chapter 90 of the Acts of
1935, Chapter 124 of the Acts of 1936, Chapter 189 of the
Acts of 1937, and Chapter 790 of the Acts of 1941, the same
being codified as Sections 109, 110 and 111 of Article 81 of
the Annotated Code of Maryland (1939 Edition).

WHEREAS, the General Assembly has from time to time
amended the Inheritance Tax law; and doubt has arisen as
