SECTION rl. Be it enacted by the General Assembly of Mary-
land, That Section 123 of Article 6 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Caroline County",
sub-title "Crier", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

123* The Crier of the Circuit Court for Caroline County
shall be entitled to four dollars a day for each day he shall
attend the sittings of the court, in lieu of all fees including
any f ee allowed for attending the Circuit Court under Section
19 of Article 36 of the Annotated Code of Maryland (1939
Edition).
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.

CHAPTER 543.
(House Bill 516)
AN ACT to add a new section to Article 41 of the Annotated
Code of Maryland (1939 Edition), title "Governor—Execu-
tive and Administrative Departments", sub-title "Secretary
of State", said section to be known as Section 71A and to
follow immediately after Section 71 of said Article, providing
for fees for authentications and certifications by the Secre-
tary of State.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
41 of the Annotated Code of Maryland (1939 Edition), title
"Governor—Executive and Administrative Departments", sub-
title "Secretary of State", said section to be known as Section
71A, to follow immediately after Section 71 of said Article and
to read as follows:
71A. Except where otherwise provided by law, the Secre-
tary of State may charge all persons, firms, and corporations
other than bureaus, commissions, departments and officials
of the State or of political sub-divisions thereof, a fee of not
exceeding one dollar (fi) for the authentication and certifica-
tion of a copy of any document paper or record in his custody,
