and the same are hereby repealed and re-enacted, with amend-
ments, to read as follows:
991. For the purpose of carrying out the provisions of
this sub-title, said Sanitary District shall be under the juris-
diction of a Commission of three members, to be named by the
Governor of Maryland, the first appointments hereunder to be
made on or before May 1, 1918, upon which date the terms of
office shall begin. All appointees shall be residents and tax-
payers of said Sanitary District and shall serve for six years,
or until their successors are appointed and have qualified, and
the term of office of each of the three Commissioners of said
Sanitary District now in office and whose term of office ex-
pires on the first day of May, 1937, is hereby extended to the
first day of May, 1939, and until their successors are ap-
pointed and have qualified. Any vacancy occurring at any
time in the| personnel of the Commission shall be filled by the
Governor for the unexpired term. The annual salary of the
Chairman of said Commission shall be three thousand six hun-
dred dollars, and of one of said Commissioners, not from the
same County as the Chairman, six thousand dollars, and for
the third Commissioner two thousand six hundred dollars, all
payable monthly. The Chairman and the Commissioner to
receive six thousand dollars shall be designated by the Gov-
ernor and the Commissioner so designated to receive six
thousand dollars shall give all necessary time and attention
to the duties of his office, shall supervise and superintend
the outside operations of said Commission, and shall per-
form such other duties as the Commission shall from time
to time designate. The Commission shall appoint, discharge
at pleasure, and fix the compensation of a Secretary, a Treas-
urer, a Chief Engineer and such engineering, legal, clerical
and other force and help as, from time to time, in its judg-
ment may be deemed necessary to carry out the provisions
of this sub-title. Said Commission, for the convenience of the
citizens of said district may establish an office at a convenient
place in the District of Columbia and all acts, regulations or
orders passed in the District of Columbia by said Commis-
sion shall have the same force and effect as if passed by said
Commission when sitting in the Sanitary District; and all
acts, orders and regulations heretofore passed by said Com-
mission while sitting in the District of Columbia are hereby
ratified and confirmed and are to be given the same force and
effect as if passed in the State of Maryland. Said Commis-
sion shall annually publish in at least one newspaper in Mont-
gomery County, and one in Prince George's County, a full
and true account of its receipts, expenses and expenditures;
said Commission shall employ a certified public accountant
to audit its books and accounts. Said Commission shall always
