issued upon the full faith and credit of the County Commis-
sioners of Montgomery County if, in the judgment and discre-
tion of said Board of County Commissioners, such issue shall
appear expedient or necessary. In lieu of issuing the per^
manent certificates of indebtedness herein authorized, the
temporary certificates of indebtedness herein authorized may
be extended, renewed or reissued at any time or from time to
time, except that no such extension, renewal or reissue may be
at an interest rate greater than six per centum (6'%) per
annum nor shall any such extension, renewal or reissuance be
for a period which will extend the final maturity of such tem-
porary certificates of indebtedness beyond a period of ten
(10) years accounting from the date of issue of such original
temporary certificates of indebtedness. In the event any such
certificates of indebtedness are so extended, or renewed, ap-
propriate notations and endorsements shall be stamped on
each such temporary certificate of indebtedness, giving the
extended maturity date and other details of such extension or
renewal, such endorsements to be signed by the President and
Clerk of the Board of County Commissioners of Montgomery
County, with the County Seal attached.
SEC. 7. And be it further enacted, That the power herein
granted to the County Commissioners of Montgomery County
to administer the maintenance, operation and repair of the
improvements herein authorized to be made in the Special
Suburban Improvement Districts, designated as herein author-
ized, shall be construed to include all the powers heretofore
granted the County Commissioners of Montgomery County
with respect to the Montgomery County Suburban District,
by Section 712 of Article 16 of the Code of Public Local Laws
of Maryland, it being the intention hereof that the affairs of
said Special Suburban Improvement Districts shall be ad-
ministered in the same manner and subject to the same limita-
tions and restrictions as is now the case with respect to said
Montgomery County Suburban District.
SEC. 8. And be it further enacted. That the powers granted
under this Act are in addition to and not in restriction of the
powers granted under other acts which have heretofore or may
hereafter be passed relating to taxation and finance and the
levying of the taxes or assessments under this Act shall not
prevent the County Commissioners of Montgomery County
from levying state, county or other taxes which may now or
may hereafter be levied by the County Commissioners of Mont-
gomery County under the provisions of any other law.
SEC. 9. And 'be it further enacted, That the provisions of
this Act are severable, and if any of its provisions shall be
