of Towson Sewer System annual assessments, levies or charges
shall cease to be operative and in lieu thereof with respect to
each assessable property all Towson Sewer System annual
assessments, levies or charges shall be included in the taxes
thereon and collected together, in instalments. The Commis-
sioners are hereby authorized and empowered to adopt and
pass all needful ordinances, which shall have the force and
effect of law to carry the preceding provision of this section
into effect. The change in the method of collecting said annual
assessments, levies and charges shall not in any manner be
construed as to make any of said annual assessments, levies
and charges subject to the bar of any statute of limitations.
SEC. 2. And be it further enacted, That any and all other
laws or parts of laws, whether general or local, inconsistent
with the provisions of this Act be and the same are hereby
repealed to the extent of such inconsistency.
SEC. 3. And be it further enacted, That should any portion
or portions of this Act be held invalid for any reason whatso-
ever, such invalidity shall not be construed as affecting the
validity of the remainder of this Act or any part thereof, it
being the legislative intent that said remainder of the Act shall
stand in full force and effect notwithstanding any partial in-
validity.
SEC. 4. And be it further enacted, That this Act shall take
effect on and after June 1, 1943.

AN ACT to repeal and re-enact, with amendments, Section 259
of Article 43 of the Annotated Code of Maryland (1939
Edition), title "Health", sub-title "Commissioners of Phar-
macy", increasing the permit fee for certain drug manu-
facturers.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 259 of Article 43 of the Annotated Code of
Maryland (1939 Edition), title "Health"7, sub-title "Commis-
sioners of Pharmacy", be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
