This section shall not apply to or affect Class F. licenses
issued under Article 2B of the Code of Public General Laws
of Maryland.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 448.
(House Bill 385)

AN ACT to repeal and re-enact, with amendments, Section
60 of Article 2B of the Annotated Code of Maryland (1939
Edition), title "Alcoholic Beverages", sub-title "Boards of
License Commissioners", providing that the County Com-
missioners of Kent County shall constitute the Board of
License Commissioners for said County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 6'0 of Article 2B of the Annotated Code of
Maryland (1939 Edition), title "Alcoholic Beverages", sub-
title "Boards of License Commissioners", be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

60. (BOARDS OF LICENSE COMMISSIONERS—APPOINTMENTS
AND QUALIFICATIONS. ) (a) The Governor, biennially, by and
with the advice and consent of the Senate, if in session, and if
not in session, then the Governor alone, shall appoint in Balti-
more City, and in each of the counties of Prince George's,
Calvert, Wicomico and Worcester Counties three persons who
shall constitute and be styled "The Board of License Commis-
sioners for Baltimore City or................ County", as the

case may be. In making said appointments, the Governor shall
designate one of the appointees in Baltimore City and each
of said Counties to be the Chairman of the respective Boards.
Said Commissioners shall be residents and voters of Baltimore
City or the respective Counties, as the case may be, and they
shall be men or women of high character and integrity and of
recognized business capacity. In case of any vacancies in the
