SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 270 of Article 24 of the Code of Public
Local Laws o<f Maryland (1930 Edition), title "Worcester
County", sub-title "Revenue and Taxes", as said section was
amended by Chapter 127 of the Acts of 1936 (Special Session),
be and it is hereby repealed and re-enacted, with amendments,
to read as follows:

270. The Treasurer shall appoint a deputy, who shall per-
form such duties as the said Treasurer may require, and for
whose official conduct said Treasurer shall be responsible, and
who shall act in his stead and place in his absence, and said
deputy shall be paid an annual salary not exceeding f 1, 600. 00
by Worcester County. The said Treasurer is hereby authorized
and empowered to employ a clerk in addition to the said
deputy, at such compensation as may be fixed by the County
Commissioners of Worcester County, not exceeding |1, 600. 00
per year, to be paid by said county.

SEC. 2. And de it further enacted. That this Act shall take
effect June 1, 1943.

CHAPTER 429.
(House Bill 531)

AN ACT to authorize and empower The Mayor and Common
Council of Westminster to acquire and take over, by pur-
chase or condemnation, the water system of The Maryland
Water Works Company, its successors and assigns, situate
in the Seventh Election District of Carroll County, Mary-
land, including therewith its real and personal property,
rights, privileges, waters, streams, waterways, water courses,
reservoirs, easements, facilities and franchises; to enlarge
and improve said water system; to assume liability for what
ever bonds may be outstanding against the said water sys-
tem; to borrow from time to time on the faith and credit of
The Mayor and Common Council of Westminster such sum
or sums of money not to exceed Three Hundred Thousand Dol-
lars ($300, 000. 00), as may be needed to pay for the said water
system and for extensions and improvements thereof and to
provide adequate working capital for the maintenance and
operation of the said water system, such borrowings to bear
interest at a rate not to exceed three per centum (3%) per
annum; to authorize and empower the said The Mayor and
