SEC. 7. And be it further enacted, That in each year
while any of such bonds shall be outstanding, there shall
be levied upon all taxable property in Montgomery County
an ad valorem tax sufficient to pay the principal and in-
terest on said bonds as the same shall fall due, which tax
shall be in addition to all other taxes authorized or limited
by law.
SEC. 8. And be it further enacted, That all of the above
described bonds of Montgomery County now outstanding
are hereby validated and legalized and declared to be valid
obligations of said Montgomery County.
SEC. 9. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
being passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 337.
(Senate Bill 298)
-AN ACT to add a new section to Article 8 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Cecil County", sub-title 'Tort Deposit", said new sec-
tion to be known as Section 378A and to follow imme-
diately after Section 378 of said Article, making charges
for the use of water liens upon the property served by
said water.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added
to Article 8 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Cecil County", sub-title "Port De-
posit", said new section to be known as Section 378A,
to follow immediately after Section 378 of said Article,
and to read as follows:
378A. On and after June 1, 1943, the charges for the
use of water furnished to residents of the Town of Port
Deposit are hereby declared to be and made liens upon the
property served by said water and the said charges may
