(8) "Prior service" shall mean service rendered prior
to the date of establishment of the retirement system,
or service rendered prior to membership in the Retirement
System, for which credit is allowable under Section 4 of
this Article.

(10) "Creditable service" shall mean prior service plus
membership service for which credit is allowable as pro-
vided in Section 4 of this Article. In the case of employees
who enjoy such status by virtue of employment in county
road systems, as hereinbefore provided, prior service credit
shall include credit for the full period for which they have
been so employed by the county involved, including service
rendered before supervision and control were assumed by
the State Roads Commission.

(4) Any employee who elects under sub-section (2) of
this Section not to become a member, may thereafter apply
for and be admitted to membership; but no such employee
shall receive prior service credit unless he becomes a mem-
ber within the first year following the date of establish-
ment. Any unclassified hourly employee of the State Roads
Commission and any employee who is such by virtue of his
status as a worker on a county road system, as hereinbefore
provided, may apply for and be admitted to membership,
and 'at the time of his admission to membership shall be
allowed credit for all prior service for the State, and in
addition thereto, shall be granted credit for the period of
employment by either the State or the County in the main-
tenance of county roads, whether under the jurisdiction of
the State Roads Commission or prior to the time the State
Roads Commission may have assumed jurisdiction over
such maintenance. Provided, however, any such employee
shall not receive prior service credit unless he make formal
application to become a member within one year from the
effective date of this Act.

(1) Under such rules and regulations as the Board of
Trustees shall adopt, each member who was an employee
at any time during the year immediately preceding the date
of establishment and who becomes a member during the
first year after the date of establishment, shall file a de-
tailed statement of all service as an employee rendered by
him prior to the date of establishment f or which he claims
credit. Each member who is an unclassified hourly em-
ployee of the State Roads Commission, or who is an em-
ployee by virtue of employment on a county road system,
as hereinbefore provided, at the effective date of this Act,
and who becomes a member during the first year there-
after, shall file a detailed statement of all services as an
