the State Employment Commissioner as eligible for ap-
pointment to any position, the appointing authority may
consider the aforesaid conviction in determining whether
such person shall be given the appointment for which an
eligible list has been requested.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1943.

CHAPTER 292.
(Senate Bill 223)

AN ACT to repeal and re-enact, with amendments, Section
43 of Article 88A of the Annotated Code of Maryland
(1939 Edition), title "State Department of Public Wel-
fare, " sub-title "Aid to Dependent Children. "

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 43 of Article 88A of the Annotated
Code of Maryland (1939 Edition), title "State Department
of Public Welfare, " sub-title "Aid to Dependent Children, "
be and the same is hereby repealed and re-enacted, with
amendments, to read as follows:

43. Whenever a local unit receives a notification of the
dependency of a child or an application for assistance, an
investigation and record shall promptly be made of the
circumstances to ascertain the dependency of the child or
the facts supporting the application made under this sub-
title, and such other information as may be required by
the State Department. The investigation shall, if possible,
include a visit to the home of the child, and of the person
who will have the custody of the child during the time
assistance is granted. Each local unit and the State De-
partment and the officers and authorized employees there-
of, shall have the power to administer oaths and affirma-
tions, conduct examinations, subpoena witnesses, require
the attendance of witnesses and the production of books,
records and papers, and may make application to the Cir-
cuit Court of the County or the Superior Court of Balti-
more City, to compel the attendance of witnesses and the
production of such books, records and papers.

SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
