CHAPTER 289.
(Senate Bill 132)
AN ACT to repeal Section 234A of Article 13 of the Code
of Public Local Laws of Maryland, title "Harford
County", sub-title "County Commissioners", as enacted
by Chapter 841 of the 1941 Acts of the General Assembly
of Maryland, and to enact in lieu thereof a new Sub-title,
and sections, to follow Section 86 of Higinbothom's Code
of Public Local Laws of Harford County, said new sub-
title to be known as "Assessments", and said new sec-
tions to be known in said Code as Sections 87, 87-A7 87-B,
87-C, 87-D, 87-E, 87-F and 87-G; providing for the crea-
tion of a Board of Assessments for Harford County,
designating how said Board shall be appointed, the quali-
fications, powers, duties and compensation of its mem-
bers; denying to the County Commissioners the right to
decrease the amount of an assessment, except at such
times and in the manner provided in this Act; providing
for compensation of said County Commissioners when
reviewing assessments; and to make this an emergency
Act, to take effect from the date of its passage.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 234-A of Article 13 of the Code
of Public Local Laws of Maryland, title, "Harford County",
sub-title, "County Commissioners", be and the same is
hereby repealed.
SEC. 2. And be it further enacted, That a new Sub-title
and Sections are hereby added to Article 13 of the Code of
Public Local Laws of Maryland, title, "Harford County",
to follow Section 86 of Higinbothom's Code of Public Local
Laws of Harford County, said new Sub-title to be known
as "Assessments", and said new Sections to be known as
Sections 87, 87-A, 87-B, 87-C, 87-D, 87-E, 87-F and 87-G,
and to read as follows:
87. The Board of County Commissioners of Harford
County is hereby authorized and directed, after this Act
becomes effective, to appoint a reputable taxpayer and resi-
dent of Harford County, who has had experience in the
assessment of real and personal property in said County,
and who is familiar with the values of both types of prop-
erty throughout said County, who, with the Supervisor of
Assessments of said County, shall be and constitute the
Board of Assessment of Harford County.
The name of the member of the Board of Assessment,
to be appointed as aforesaid, must first be submitted to the
