cant, complainant or plaintiff, as the case may be, or his
attorney to the Alien Property Custodian of the United States,
Washington, District of Columbia, a copy of the process or
notice, in addition to the service of process upon or giving of
notice to the person as required by any law, statute or rule,
now or hereafter in effect and applicable to such action, pro-
ceeding or suit.
SEC. 2. And lie it further enacted, That for the purposes of
this Act:
(a) "Person" includes any individual, partnership, associa-
tion or corporation, non-resident in this State;
(b) "Designated enemy-country" means any foreign country
as to which the United States has declared the existence of a
state of war and any other country with which the United
States is at war in the future;
(c) "Enemy-occupied territory" means any place under the
control of any designated enemy-country or any place with
which, by reason of the existence of a state of war with the
United States, the United States does not maintain postal
communication.
SEC. 3. And be It further enacted, That this Act shall be in
effect during the continuance of the existing state of war be-
tween the United States and Germany, Japan and Italy and
during any prolongation thereof with any one of any such
nations and/or with any other foreign country and for six
months after the termination thereof by the signing of a defini-
tive treaty of peace or by the proclamation of the President
of the United States that hostilities have ceased or that the
emergency and justification of extraordinary war powers no
longer exist, whichever event first occurs; provided, however,
that this Act shall cease to be in effect upon the adoption at
any time by the General Assembly of Maryland of a Joint
Resolution stating that it is no longer necessary for the public
good and safety of the State and terminating the same; and
provided, further, that the termination of this Act shall not
affect any act done or any right or obligation accruing or
accrued pursuant thereto and during the time that the Act is
in force.
SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two houses of the
General Assembly, the same shall take effect from the date of
its passage.
