the English language, and skilled in the four fundamental
rules of arithmetic, not holding any other public office or em-
ployment, and not a candidate for any office at the next elec-
tion; provided, that in the City of Baltimore and in Calvert
County whenever all three supervisors of the said City or of the
said county, as the case may be, shall file in their office a sworn
statement in writing that suitable persons cannot, in their
judgment be secured in any particular precinct or election dis-
trict as the case may be, for some of the offices to be filled, such
offices may in such cases be filled by persons otherwise qualified
residing in another precinct of the same ward or in another
election district or precinct thereof as the case may be.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.

CHAPTER 238.
(House Bill 436)

AN ACT to add four new sections to Article 5 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Cal-
vert County", said new sections to be known as Sections 1
to 4, inclusive, and to follow immediately after the Title of
said Article, and to be under a new sub-title "Auditor", -re-
lating to an annual audit of persons and officers handling
funds of Calvert County, and to the auditor to make the
same, and to the duties and powers of the County Com-
missioners with respect thereto.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That four new sections be and they are hereby added to
Article 5 of the Code of Public Local Laws of Maryland (1930
Edition), title "Calvert County", said new sections to be
known as Sections 1 to 4, inclusive, to follow immediately
after the title of said Article, to be under a new sub-title
"Auditor", and to read as follows:

AUDITOR

1. For the purpose of an annual audit of the official finan-
cial affairs of all persons and offices handling funds of Calvert
County, on or before June 1 in each year, the County Com-
missioners of said County shall appoint, for such period as
may be necessary to conduct an audit in that year, at a salary
