1992 VETOES.
JUVENILE COURT.
Chapter 780 (Senate Bill 290). This Bill provides for the
detention and commitment of juvenile offenders and seeks to
repeal Chapter 807 of the laws of 1941.
At the recent session of the General Assembly, a compre-
hensive Juvenile Delinquency program was adopted through
the enactment of several measures proposed by the Commission,
appointed by me and which has functioned during the past
two years.
The Attorney-General points out that this Bill would be in
conflict with the new laws and inasmuch as these latter enact-
ments are considered to be of great importance, I feel that
I should veto the Bill.
MILK.
Chapter 540 (House Bill 509). The State Department of
Health suggests the veto of this measure which relates to the
authority of the Counties to enact milk ordinances.
Under the existing laws, the State Director of Health advises
that there is sufficient authority to insure sanitary conditions
and he approved the practices in the dairying business. The
Health Department is of the opinion that this enactment would
complicate matters and because of the possible hazards, I am
vetoing the Bill.
MOTOR VEHICLES.
Chapter 617 (House Bill 677). In his opinion to me on this
Bill, the Attorney-General states:
"This Bill excludes from the width restrictions in the State-
wide Motor Vehicle Code 'any load of forage crops in connec-
tion with farming operations when said crops are being har-
vested. ' The Committee that drafted the new code suggests
that the width provision were adopted as an aid to public
safety, and that it is unwise to grant a broad exemption such as
is contained in this Bill. That Committee has suggested that
in cases of necessity, a special permit may be obtained under
the provisions of Section 249' of Chapter 1007. "
The Commission for the Revision of Motor Vehicle Laws
also points out that this Bill might permit practices which are
inimical to safety. Furthermore, the Commission feels that the
Bill is unnecessary because of the fact that the State Roads
Commission is authorized to issue special permits for particular
cases.
I therefore am vetoing this enactment.
