By the terms of the Bill provision is made for the licensing
Of booby, brush or stake blinds on designated areas within
Harford County for the shooting of wild water fowl.
The regulations of the office of the Chief of Engineers, War
Department, prohibit the construction of blinds at the points
sought to be used in this Bill.
The State Game and Inland Fish Commission also expresses
disapproval of the measure. Conservationists, through their
associations, and also individually, point out that the enact-
ment is contrary to sound conservation policies and request its
veto.
In view of the above facts, I feel compelled to veto House
Bill No. 283.
Chapter 471 (House Bill 273). Chapter 472 (House Bill
274). These two measures provide for the free issuance of
angler's and hunter's licenses to residents of Washington, Gar-
rett and Allegany Counties who are 65 years of age or older,
The State Game and Inland Fish Commission strenuously
opposes the approval of these measures and asks for their veto
in the following memorandum:
"The Bills attempted to add new sections to Article 99 and
Article 39. Chapter 471 adds a new section to 86A of Article
39 and provides as follows: 'Notwithstanding any provisions of
this Article to the contrary, the respective. Clerks of the Circuit
Courts of Washington, Garrett and Allegany Counties shall
without charge or compensation issue an angler's license to any
applicant of their respective Counties who is, and satisfies such
Clerk, that he is sixty-five (65) years of age or over and a
resident of that respective County'.
"House Bill No. 274, Chapter 472, uses the same language
only for the issuance of hunter's licenses. We oppose same.
First, on the grounds that Senate Bill No. 81, Chapter 708,
which was recently passed by the General Assembly of 1943,
in Section 104 provides the manner in which angler's licenses
shall be issued and Section 15 of the same Act provides the
manner in which hunter's licenses may be issued. When
angler's and hunter's licenses are printed, they are forwarded to
the Clerk of the Circuit Court and our agents and an itemized
list of the number of each angler's and hunter's license is re-
ported to the Comptroller's Office and when the Clerks of the
Courts or Agents sell angler's and hunter's licenses, they are
responsible to the Comptroller for the monies received from the
sale of same, and make a report to the Comptroller's Office the
first of each and every month. Also report to this office.
Therefore, the Comptroller's Office and this Commission may
keep an accurate check on every license issued and at the end
of the season the unsold licenses, both angler's and hunter's, are
