VETOES

BILLS PASSED BY THE LEGISLATURE OF 1943 AND

VETOED BY GOVERNOR O'CONOR AND HIS

REASONS IN EACH CASE FOR THE SAME.

THE TOTAL NUMBER OF BILLS VETOED IS 57.

All of these Mils, except twelve, were vetoed by the Governor
after the adjournment of the Legislature, either having
been presented to him after the adjournment of the Legis-
lature or not in sufficient time to require executive action
before adjournment. The messages sent to the Legislature
on the twelve bills vetoed during the session are included
for* the purpose of convenience and reference.

ALLEGANY COUNTY.

Chapter 529 (House Bill 440). The veto of this measure is
requested by the persons who were responsible for its intro-
duction.

Originally sought by the terms of the measure were regula-
tions concerning the time for holding of sessions of the Juve-
nile Court of Allegany County.

Through some misunderstanding the Bill was amended and,
as passed, does not carry out the original intention of the
sponsors.

Officials of the Court and interested citizens join in request-
ing me to veto the measure and as there is no one requesting
its approval, I will act in accordance with these expressed
wishes and veto House Bill No. 440.

ANNE ARUNDEL COUNTY.

Chapter 697 (House Bill 526). By this Bill a different sys-
tem for the handling of appeals from the Trial Magistrates in
criminal cases is prescribed in Anne Arundel County than
exists elsewhere in the State.

The Attorney General in his opinion to me on this Bill points
out the practical difficulties which may ensue if this measure
is approved.
