(b) No person shall rent a motor vehicle to any other
person for operation until the person in the possession of
the motor vehicle to be rented has inspected the operator's or
chauffeur's license of the person by whom the motor vehicle is
to be operated and compared and verified the signature thereon
with the signature of such person written in his presence.

(e) Every person renting a motor vehicle to another shall
keep a record of the registration number of the motor vehicle
so rented, the name and address of the person to whom the
motor vehicle is rented, the number of the operator's license of
the person who is to operate the said motor vehicle and the date
and place and when and where said license was issued. Such
record shall be open to inspection by any peace officer or of-
ficer or employee of the Department.

Violation of this section shall be deemed to be a misde-
meanor and upon conviction shall be punishable by a fine of
not more than Five hundred ($500. 00) dollars or by imprison-
ment for not more than one (1) year or by both such fine and
imprisonment.

CIVIL LIABILITY.

106 SERVICE OF PROCESS UPON NON-RESIDENT OWNERS OR
OPERATORS. The acceptance by a non-resident individual, firm,
or corporation of the rights and privileges of using the roads
and highways of Maryland, as evidenced by his, their, or its
•operation of a motor vehicle on any of the public highways
within the limits of this State, shall be deemed equivalent to
an appointment by such non-resident individual, firm or cor-
poration of the Secretary of State, or his successor in office, to
be his, their or its true and lawful attorney upon whom may
T)e served all lawful processes in any action or proceeding in-
stituted, filed or pending against him, them or it, growing out
of any accident or collision in which said non-resident may be
involved, while operating or causing to be operated, a motor
vehicle on such public highway and said acceptance of the
rights and privileges of using said highways or the operation
of said motor vehicle by said non-resident individual, firm or
corporation within this State, shall be a signification of his,
their or its agreement that such process be of the same legal
force and validity (except as hereinafter provided) as if served
on him, them or it personally.

(a) SERVICE OF PROCESS DEPENDANT NOTIFIED BY REGISTERED
MAIL. Service of such persons shall be made by leaving a copy
of the process with a fee of $2. 00 in the hands of the Secretary
of State or in his office, and such service shall be sufficient
service upon the said non-resident individual, firm or corpora-
tion, and of full force and effect in any court and before any
