not surrender but shall submit for inspection said evidences
of such foreign registration, and the Department upon a
proper showing shall register said vehicle in this State.

24. GROUNDS FOR REFUSING REGISTRATION OR CERTIFI-
CATE OF TITLE. The Department shall refuse registration or
issuance of a Certificate of Title or any transfer of registra-
tion upon any of the following grounds:

(a) That the application contains any false or fraudulent
statement;

(b) That the applicant has failed to furnish the Depart-
ment with required information reasonably possible for the
applicant to obtain;

(e) That the applicant is not entitled to a Certificate of
Title or registration of the vehicle under this Article;

(d) That the vehicle is mechanically unfit or unsafe to be
operated or moved upon the highways of this State;

(e) That the Department has information upon which rea-
sonably to conclude that the vehicle is a stolen or embezzled
vehicle, or one wrongfully in the possession of the applicant;

(f) That the registration for and issuance of Certificate
of Title to the applicant would constitute a fraud against the
rightful owner or other person having valid lien upon such
vehicle;

(g) That the registration of the vehicle is recorded as sus-
pended or revoked for any reason, as provided in this Article;

(h) That the fee, or any part thereof, required by the De-
partment, has not been paid.

25. DEPARTMENT TO ISSUE CERTIFICATE OF TITLE AND REG-
ISTRATION CARD. (a) The Department upon registering a
vehicle shall issue a registration card and a certificate of title,
after receiving the registration fees hereinafter fixed.

(b) The registration card shall be delivered to the owner
and shall contain the date issued, the name and address of
the owner, the registration number assigned to the vehicle and
such description of the vehicle as determined by the Depart-
ment.

(e) The certificate of title shall contain upon the face
thereof the identical information required upon the face of
the registration card and in addition thereto a statement of
the owner's title and of all liens and encumbrances upon the
vehicle therein described and whether possession is held by
