a man of good capacity and character, able to speak, read
and write the English language, and skilled in the four
fundamental rules of arithmetic, not holding any other
public office or employment, and not a candidate for any
office at the next election; provided, that in the City of
Baltimore whenever all three supervisors shall file in their
office a sworn statement in writing that suitable persons
cannot, in their judgment be secured in any particular pre-
cinct for some of the offices to be filled, such offices may in
such cases be filled by persons otherwise qualified residing
in another precinct of the same ward.

SEC. 2. And be it further enacted, That all laws, or por-
tions of laws, inconsistent or in conflict with the provisions
of this Act, be and they are hereby repealed to the extent
of such conflict or inconsistencies.

SEC. 3. And be it further enacted, That this Act shall
take effect June 1, 1943.

CHAPTER 184.
(House Bill 302)

AN ACT to repeal and re-enact, with amendments, Section
974 of Article 16 of the Code of Public Local Laws of Mary-
land (1939 Edition), title "Montgomery County", sub-title
"Rockville",, and to empower the Mayor and Council of
Rockville to borrow up to f 10, 000. 00 for the municipal pur-
poses of said Town.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 974 of Article 16 of the Code of Public
Local Laws of Maryland (1939 Edition) be and the same i&
hereby repealed and re-enacted, with amendments, to read as
follows:

974. The Mayor and Council of Rockville, whenever in its
opinion it is necessary for carrying out the municipal purposes
of the Town of Rockville and the funds derived from the taxes
for the current year are not available for said purposes, shall
have the power to borrow from time to time upon the credit
of said Corporation (a) such sum or sums as in its opinion
may be necessary for such purposes, but the aggregate amount
of such sums so borrowed shall at no time exceed f 10, 000. 00.
