1782 LAWS OF MARYLAND. [CH. 996

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 996.
(House Bill 655)

AN ACT to repeal and re-enact, with amendments, Sub-section
E of Section 4, Sub-section E of Section 6, and Section 35
of Article 2B of the Annotated Code of Maryland (1939
Edition), title "Alcoholic Beverages", sub-titles "Beer
Licenses", "Beer, Wine and Liquor License", and "General
Regulations", to repeal Section 2, Sub-section F of Section 4
and Sub-section E of Section 5 of said Article 2B, and to
add Sections 2, 44A, 50A and 89A to said Article 2B, relat-
ing to the licensing, regulation and storage of alcoholic
beverages within the State of Maryland and the importation
of such beverages into the State.

SECTION 1. Be it enacted T&y the General Assembly of Mary*
land, That Sub-section E of Section 4, Sub-section E of Sec-
tion 6 and Section 35 of Article 2B of the Annotated Code
of Maryland (1939 Edition), title "Alcoholic Beverages",
sub-titles "Beer Licenses", "Beer, Wine and Liquor License",
and "General Regulations", be and they are hereby repealed
and re-enacted, with amendments, and that Section 2, Sub-
section F of Section 4 and Sub-section E of Section 5 of said
Article 2B be and they are hereby repealed, and that Sections
2, 44A, 50A and 89A be and they are hereby added to said
Article 2B, all to read as follows:

2. PROHIBITION WITHOUT LICENSE AND LICENSE EXCEPTIONS.

(a) Licenses and Permits. It shall be unlawful for any
person to manufacture, blend, rectify, bottle, transport, im-
port or sell, or suffer to be manufactured, blended, rectified,
bottled, transported, imported or sold, or keep or suffer to
be kept on his premises, in his possession or under his charge
or control for the purpose of sale and delivery within this
State any alcoholic beverage except as provided for in this
