all necessary rules and regulations and orders for insuring
adequate provision for disposing of the drainage, sewage, and
waste from such building, so as to protect the public health,
and such rules, regulations and orders when recorded in the
minutes of Commission, signed by its Chairman and attested
by its Secretary-Treasurer, shall have the same force and
effect as though enacted by the General Assembly of Mary-
land, and any person violating the same shall be guilty of a
misdemeanor and be fined not less than Five nor more than
Fifty Dollars.

SEC. 3. And be it further enacted. That if any word, phrase,
clause, sentence, or other part or parts of this Act shall be
held unconstitutional, such unconstitutionality shall not affect
the validity of the remaining parts of this Act or of all other
sections thereof. The General Assembly hereby declares that
it would have passed the remaining parts of this Act or any
section thereof, if it had known such word, phrase, clause,
sentence, part or parts or section would be declared unconsti-
tutional.

SEC. 4. And be it further enacted, That except as other-
wise provided herein, all Acts or parts of Acts or laws and
parts of laws inconsistent herewith or contrary hereto be
and the same are hereby repealed to extent of such inconsist-
ency, and the Maryland-Washington Regional District as
herein or hereafter defined is specifically exempted from the
provisions of Section 142 of Article 17 of the Code of Public
Local Laws of Maryland (1930 Edition) and from the pro-
visions of Section 62 of the Code of Public Local Laws of
Montgomery County (1939 Edition).

SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.
