not exceeding fifty-four inches in the length of the staves,
nor exceeding forty-eight inches across the head; and the
owner or his agent of tobacco packed in any hogshead of
greater dimensions shall repack the same in hogsheads of the
size herein prescribed, at his own expense before the same shall
be passed.

45. The true name of the owner of every hogshead or
basket or other container of tobacco delivered for inspection
or sale at any State warehouse in the City of Baltimore or at
any established tobacco market in Maryland shall be legibly
marked or stenciled, or attached, thereon; and the name of the
State where grown shall also be printed, stenciled or stamped
in large capitals on every hogshead or container or attached
thereto or thereon; and it shall be the duty of the Inspector
or the proprietor or manager of any market engaged in selling
leaf tobacco in Maryland to retain every hogshead or basket
or other container of tobacco not so marked or stenciled or
attached until the true name of the owner thereof shall have
been ascertained and placed thereon.

52. No person, firm or corporation shall purchase, sell
or re-sell leaf tobacco without first obtaining a license there-
for from the Commissioner of Tobacco Marketing and pay-
ing an annual license fee of twenty-five dollars ($25. 00) for
such license. All fees received from licenses shall be paid
by said Commissioner to the State Comptroller for the gen-
eral funds of the State; provided, however, that no license
shall be required for the sale of tobacco by the grower there-
of or the owner of the land on which grown, and provided
further, that the provisions of Sections 51 and 52 shall not
apply to buying or selling agencies in Baltimore City.

Any person, firm or corporation selling or buying leaf to-
bacco contrary to the provisions of Sections 51 and 52 or
the rules and regulations made by the said Commissioner
of Tobacco Marketing is guilty of a misdemeanor and upon
conviction shall be fined not more than five hundred dollars
($500. 00) for each and every such violation. The State's
Attorney of each county shall cooperate with the Commis-
sioner of Tobacco Marketing in the enforcement of Sections
51 and 52.

54. It shall be the duty of every person, firm or corpora-
tion engaged in the business of selling leaf tobacco on or
through any established tobacco market in Maryland, to,
include with every check and/or account of every sale of
tobacco for or on the account of the grower or person for
whom sale was made, a statement showing the weight, price
per pound and number of Nhogshead or basket or other con-
