diate preservation of the public health and safety, and having,
been passed by a yea and nay vote, supported by three-fifths
of all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 167.
(Senate Bill 26)

AN ACT to create a Commission to Revise the Election Laws
of Maryland.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Governor shall appoint seven persons, who shall
constitute a Commission to be known as the "Commission on
the Revision of the Election Laws of Maryland", one of whom
shall be a member of the State Senate, one a member of the
House of Delegates and two members of the minority party.
The members of said Commission shall serve without com-
pensation other than the necessary traveling or other expenses
incurred in attending meetings or performing duties incidental
to the work of the Commission.

SEC. 2. And be it further enacted, That it shall be the duty
of said Commission to investigate thoroughly the entire sub-
ject of registration and elections in Maryland, with a view to
eliminating duplications and non-essentials in the present law,
and to simplify and clarify the law as much as possible.

SEC. 3. And be it further enacted, That the said Commis-
sion shall have power to appoint a Secretary and to engage
such experts or other clerical assistants as may be required
and at such compensation as such Commission shall determine,
not to exceed the funds made available therefor. The Com-
mission shall have authority to summon and examine wit-
nesses, administer oaths, examine all public records and to
call upon public officials and agencies to furnish information
in their possession which may aid the said Commission in per-
forming its duties; and it shall be the duty of public officials
to co-operate in every way possible with the said Commission
in making said study and investigation.

SEC. 4. And be it further enacted, That the expenses of the
Commission shall be paid out of such funds as may be pro-
vided therefor in the State Budget.
