force and have the same legal effect as when enacted, the
intention being not to repeal by any provision of the present
Charter any of said ordinances, unless they be in direct
conflict with or not authorized by the provisions of this
Charter.

23. The taxable basis for the Town of Aberdeen for the
, purpose of levying of Town taxes shall be the same as the
basis for State and County taxes with the exception that
if the Treasurer shall discover that property within the cor-
porate limits of the Town has not been assessed for State
and County purposes he shall add it to the Town basis.
The annual levy shall be due on January first. On all Town
taxes paid before the first day of May a discount of one-half
per cent (V2%) per month shall be allowed. Taxes not
paid before the first day of May in each year shall bear in-
terest at the rate of six per cent (6%) • All property within
the corporate limits of said Town shall be exempt from tax-
ation by the County Commissioners of Harford County for
public road and bridge purposes^

Each bona fide member of the Aberdeen Volunteer Fire
Department, Inc., shall be exempt from taxation for Town
purposes, to the extent of One Thousand Dollars
($1, 000. 00), on real property, which exemption shall in no
way deprive said bona fide, active member of said Fire
Department from the right of franchise in Town elections,
provided said member has all the other requirements to be
a qualified voter.

24. Taxes for general purposes shall not exceed in any
one year One Dollar ($1. 00) on each One Hundred Dollars
($100. 00) of taxable property in said Town; to which shall
be added a tax in an amount sufficient for the retirement
of the bonds heretofor issued and such tax to be fixed,
levied and collected in the same manner and on the same
tax bills as the taxes for general purposes are now or may
be hereafter levied and collected in said Town.

25. The Treasurer shall, as soon as the annual levy is
made, give notice thereof by advertisement in one or more
newspapers published in the Town of Aberdeen, stating the
discounts allowed and the date from which taxes bear inter-
est and warning taxpayers of their liability to be published
as delinquents and to have their property sold if taxes are
not paid as required by law; he shall also immediately make
out the bill of each taxpayer upon which a similar notice
shall be printed, and he may forward said bill to the tax-
payer if he knows the said taxpayer's address.
