9A. They shall levy and appropriate such sums of money
as in their discretion may be proper and necessary to assist
in the solution of any phase of the Farm Labor problem.

SEC. 2. And be it further enacted, That this Act shall
take effect on June 1, 1943.

CHAPTER 830.
(Senate Bill 436)

AN ACT to repeal and re-enact, with amendments, Section
868 of Article 4 of the Code of Public Local Laws of
Maryland and Baltimore City Charter (1938 Edition),
title "Baltimore City", sub-title "Police Commissioner",
relating to the rights of a person appointed Police Com-
missioner, who is a member of a retirement or pension
system of the State of Maryland or City of Baltimore.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 868 of Article 4 of the Code of
Public Local Laws of Maryland and Baltimore City Charter
(1938 Edition), title "Baltimore City", sub-title "Police
Commissioner", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

868. There shall be appointed by the Governor on June 1,
1943, and every six years thereafter, one discreet person,
resident or engaged in business in the City of Baltimore for
three consecutive years next preceding the day of his ap-
pointment, who shall be known as the Police Commissioner
for the City of Baltimore, and whose term of office shall
continue for six years and until his successor is appointed
and qualified. If a person appointed Police Commissioner
is a member of a Retirement or Pension System of the
State of Maryland or City of Baltimore, he shall have the
right to continue as a member of such system, with all the
rights, privileges and benefits which the members of such
system may have as to retirement on pension or the pay-
ment of pension or other benefits to his widow or other
beneficiary, provided he continues to pay the same amount
of contribution to such retirement system or pension fund
which he was paying when he became Police Commissioner.
Upon ceasing to be Police Commissioner, such person shall
have the right to be retired on pension, with all the rights
