accumulation of business or because of the indisposition or
disqualification of any judge. And any judge so assigned
by the Court of Appeals shall have all the power and
authority pertaining to the judge of the court to which
he is assigned.
SEC. 2. And be it further enacted, That the aforegoing
section hereby proposed as an amendment to the Constitu-
tion shall at the election to be held in November, 1944,
be submitted to the legal and qualified voters of the State
for their adoption or rejection, in pursuance of the direc-
tions contained in Article XIV of the Constitution of the
State of Maryland, and at the said General Election the
vote on the said proposed amendment to the Constitution
shall be by ballot, and upon each ballot there shall be
printed the word "For Constitutional Amendment" and
"Against Constitutional Amendment", as now provided by
law, and immediately after said election, due return shall
be made to the Governor of the vote for and against said
proposed amendment as directed by Article XIV of the
Constitution and further proceedings had in accordance
with Article XIV.

AN ACT to alter and amend the laws relating to delinquent
and other children, the laws pertaining to the establish-
ment and authority of the State Department of Public
Welfare, the laws for the management, support and
control of certain institutions for the custody or care of
children, and to modify the duties of the Board of
Mental Hygiene.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 2, 3, 4, and 6 of Article 88A of the
Annotated Code of Maryland (1939 Edition), as amended
by Chapter 238 of the Acts of 1941, and Sections 698 to
706 inch, 708 to 719 incl., 721 to 728 inch, and 730 to 735
incl, of Article 27 of said Code, title "Crimes and Punish-
ment", be and the same are hereby repealed, and that 4
new sections be and they are hereby added to Article 88A
of said Code, said new sections to be known as Sections 2,
