assistance and benefits of any agency of the Federal Govern-
ment given to encourgae or to aid in the construction or
acquisition of public works, made necessary by and connected
with the prosecution of, the war, and to these ends munici-
palities shall have power to do all things necessary or con-
venient to carry out said purpose in addition to the express
powers conferred in this sub-title. This sub-title is remedial
in nature and the powers hereby granted shall be liberally
construed.

SEC. 2. And l)e it further enacted, That this Act shall take
effect June 1, 1943.

CHAPTER 145.
(House Bill 68)

AN ACT to repeal and re-enact, with amendments, Section 154
of Article 56 of the Annotated Code of Maryland (1939
Edition), title "Licenses", sub-title "Motor Vehicles", sub-
heading "Registration of Motor Vehicles and Operators",
and to add a new section to Article 56 of the Annotated Code
of Maryland (1939 Edition), title "Licenses", sub-title
"Motor Vehicles", sub-heading "Operation of Motor Ve-
hicles—Markers", said new section to be known as Section
193A, and to follow immediately after Section 193 of said
Article, relating to the use of number plates or markers and
to special permits for certain vehicles; and to temporary
markers in place of the markers prescribed by Section 193.

AN ACT to add a new Section to Article 21 of the Annotated
Code of Maryland (1939 Edition), title "Conveyancing",
sub-heading "Conveyances in General", said new Section to
be known as Section 6A, and to follow immediately after
Section 6, providing that a member of the armed forces of
the United States located outside the continental limits of
the United States may acknowledge deeds and other instru-
