The Board of Election Supervisors shall, on or before
the third Monday in March, 1944, and each year thereafter,
certify to the Mayor and Council, revisions, if any, in the
lists so certified theretofore by them, which may be re-
quired to correct clerical mistakes in the preparation of the
original lists.

Names of persons added by such revisions shall be
deemed to have been certified originally and those persons
shall be entitled to vote in the next succeeding election;
and names of persons removed by such revisions shall be
deemed not to have been certified originally, and those per-
sons shall not be entitled to vote in the next succeeding
election notwithstanding the original certification of their
names.

The right to vote in town elections under this Charter
shall depend entirely upon whether or not the name of the
person claiming such right shall have been certified in ac-
cordance with the provisions of this Section.

Right of appeal to the Circuit Court of Montgomery
County, is hereby given any person who shall consider him-
self aggrieved by the omission of his name from the lists
of voters certified hereunder or revision thereof.

The qualified voters of said town shall on or before the
tenth of April, in convention called by the clerk and treas-
urer, nominate one or more candidates for each office to be
filled at the May election, provided, however, that any quali-
fied person may be nominated by a petition signed by not
less than ten per cent of the qualified voters and filed with
the clerk and treasurer not later than the seventeenth of
April. The clerk and treasurer shall, not later than the
twenty-fifth of April, publish the names of all candidates,
together with the office for which they have been nomi-
nated in the official journal of the town.

The council, with the approval of not less than two-thirds
of the qualified voters, voting by secret ballot, shall have
the authority to divide the town into wards and to assign
one or more members of the council to each such ward.

the authority to increase or decrease the number of mem-
bers of the council provided that at no time shall the num-
ber of members of the council, exclusive of the Mayor, be
less than four nor larger than twelve. Vacancies on the
council, created by an increase in its membership, shall be
filled at a regular or special election and a decrease in its
membership shall not prevent any member of the council
from serving to the end of term for which elected.
